Haj
Committee Regulations
The Haj committee feels pleasure in issuing this set of regulations
for the benefit of intending pilgrims. The pilgrims are requested
to read these carefully before filling the application forms
- i) Haj Committee constituted under the Act of Parliament is empowered
to make agreements for Indian pilgrims India only under the present
norms. On research at Jeddah airport the responsibility to look
after the pilgrims and to redress their grievances is that of the
Indian Consulate Stationed at Jeddah, whereas the Haj Committee
is committed to monitor the facilities made available to the pilgrims
and in case of any shortcomings shall invite the attention of concerned
Officers towards the same.
- ii) All the intending pilgrims are informed that Haj Committee
has no administrative relations with any individual, agency, or
association to conduct the Haj affairs except the State Haj Committees,
constituted by their respective State Governments.
- iii) Be it known to all the concerned that any extra amount charged
by any institution or individual shall not facilitate the pilgrim
concerned for any preferential treatment. Pilgrims are, therefore,
warned that they should not fall prey to the appeals of such elements.
- iv) The application should be submitted through the State Haj
Committee of the State of residence only and Embarkation Point for
travelling to Jeddah shall also be strictly in accordance with the
same.
1. AVAILABILITY OF APPLICATION FORMS:-
The application forms for Haj 2001 are available for distribution,
free of cost, with the concerned Deputy Commissioners of the State.
2. HOW TO APPLY:
- i) Application forms in triplicate should be filled in English
only and the particulars should be recorded in BLOCK letters. The
application forms should, be filled strictly in accordance with
the Guidelines given on the back page of the cover of application
form. The Xerox copy of the application should be retained alongwith
instructions for record and reference.
- Ii) Latest passport size photograph should be pasted on each Application
Forms at the specific space and additional seventeen photographs
should be attached with the application form in a plastic cover
securely attached, with name on the back of 3 photographs.
- Iii) The particulars recorded in the application should be true
and correct.
- Iv) The declaration in each application form would require attestation
by an authority as mentioned in the application form.
- v) The certificate of the physical fitness, weight and blood group
should be recorded in the application form without fail.
- vi) The application form should be accompanied by a Bank Draft
of Rs.5,500/- towards registration fee etc. and advance accommodation
money. Bank Draft should be drawn in the name of the concerned Deputy
Commissioner. It should be noted that only the Bank Draft will be
accepted and "cash" or "cheque" shall not be accepted in any case.
- vii) The name and other particulars of the nominee should be legally
maintainable and recorded distinctly at the appropriate place in
the application form.
- viii) The option for accommodation status and foreign exchange
quantum should be recorded carefully as the option once exercised
becomes irrevocable.
- ix) A maximum number of ten (10) applications only, comprising
of the family members or near relatives can be made a single cover.
The accommodation status and the foreign exchange option in respect
of the person under one cover shall be the same. In no case a cover
would be split. In case a few pilgrims under the cover decide to
prepone/postpone the date of flight, it would not be allowed.
- x) The application forms duly complete in all respects should
reach the office of concerned Deputy Commissioner on or before the
last date. No application shall be entertained after the expiry
of the prescribed date.
- xi) Incomplete application and/or those which are not accompanied
by the Bank Draft of Rs.5,500 /- towards the advance accommodation
money and registration fee etc. shall be rejected summarily and
shall not be entertained.
- xii) The application form should be indicating the correct address.
False declaration of any sort particularly the Home Town and Embarkation
Point may lead to rejection of application & forfeiture of the initial
deposits.
3. ELIGIBILITY FOR HAJ
Any Muslim who is the citizen of India can make an application for
Haj pilgrimage, except:
- i) Those who have performed Haj during last five years Viz. Block
Year 1996-2000 from any place in India. Any person who is found
to have furnished false information on this account and/or concealed
the fact of having performed Haj during last five Years, shall not
be allowed to proceed for Haj and amount deposited by him/her shall
be forfeited. Besides, he/she may be prosecuted for making incorrect/false
declaration. The restriction applies even for the performance of
Haj-e-Badal.
- ii) Those suffering form polio, tuberculosis, congestive cardiac
ailment, acute coronary insufficiency, coronary thrombosis, mental
disorder, infectious leprosy or any other communicable disease or
disability on handicap.
- iii) Ladies not accompanied by Sharaee-e-Mahram.
- iv) Ladies carrying pregnancy of 20 weeks or more on the date
of departure of flight.
- v) Persons, who are crippled, handicapped lunatic or otherwise
physically incapacitated of suffering from amputation of legs.
- vi) Children upto the age of 16 years. The infants upto the age
of 2 years are, however, allowed to travel in the company of their
parents.
4. PAYMENTS:
A. GENERAL CATEGORY (RAS)
All the intending pilgrims desirous of performing Haj 2001 through
Central Haj Committee will pay Rs.5,500 /- as registration fee etc.
& advance accommodation rentals through a Bank Draft alongwith prescribed
Haj application form, to their respective Deputy Commissioners. Out
of this, Rs.5,500 /- for (I) registration fee - Rs.200/-, (ii) donation
for Haj Houses - Rs.150/-, (iii) supporting arrangements-Rs.50/- and
(iv) State Haj Committee's subsidy - Rs.100/-.
Each pilgrim will pay the passage fare directly to the respective
Deputy Commissioners at least 2 months in advance of the commencement
of flights. The passage fare will be notified separately. The remaining
amount of foreign Exchange should also be deposited in the office
of Haj Committee through the concerned Deputy Commissioner. The balance
amount of foreign Exchange would also be notified separately. Similarly,
the airfare on domestic sector will also be charged separately by
the airlines through the State Haj Committee.
B. PILGRIMS UNDER WITHOUT FOREIGN EXCHANGE CATEGORY:
A few pilgrims are allowed to proceed for Haj under "Without Foreign
Exchange Category" on production of the following bank drafts in Saudi
Riyals received by them from any of their relatives/friends residing
abroad.
- i. A bank draft in Indian Rupees for the amount of airfare (to
be notified separately) + Rs.500/- towards registration fee, etc.
favouring Haj Committee, Mumbai.
- ii A bank draft for Saudi Riyals 1059 towards Compulsory dues
favoring "MAKTABUL WAKULA AL-MUWAHEED JEDDAH"
- iii. A bank draft for Saudi Riyals 2000/- towards accommodation
rentals favouring "CONSULATE GENERAL OF INDIA, JEDDAH". The bank
draft in Saudi Riyals should be encashed at all the airport branches
of reputed banks at Jeddah. The original bank drafts should be attached
with the Haj Application forms. ANY APPLICATION RECEIVED WITHOUT
ABOVE MENTIONED BANK DRAFTS WILL NOT BE ENTERTAINED (On selection
under this category a bank draft of Saudi Riyals 2,500/- in favor
of the pilgrims should also be arranged, which the pilgrim would
encash on his arrival at Jeddah for Haj)
