1st flight of Kargil Courier operated today.

 

Divisional Commissioner, Kashmir Dr Asgar Samoon made elaborate arrangements for starting the Kargil Courier service. 

First flight of air-force AN-32 Kargil Courier plane operated between Kargil and Srinagar and 21 passengers were airlifted to Srinagar and on return the flight carried 19 passengers to Kargil.

Srinagar-Kargil road has been officially closed for vehicular traffic by the Government after snowfall on Zojila. The road remains closed till end of May as the Zojila experiences heavy snowfall.

In order to facilitate the movement of stranded passengers, arrangements have been made By the Government for operation of the Srinagar-Kargil Courier service. The flight will operate thrice a week, on every Monday, Wednesday and Thursday, between Srinagar and Kargil and a weekly flight, on every Tuesday, will also operate between Kargil and Jammu.

The 1st Kargil Courier flight was seen-off at the Kargil airport by Aijaz Ahmed, Superintendent of Police Kargil, Commandant Air force Kargil and Ahsan Ali, Liaison Officer and received at Srinagar airport by Capt. RK Malik, Director Srinagar Airport, Baqir Samoon, SP AHJ Srinagar airport, Group Capt. Sharma, Chief Operations Officer IAF Srinagar, Gulzar Hussain and Mohammed Akbar, Liaison Officers.

The passengers are made to assemble at Kargil House Bemina and taken to airport in SRTC buses. The same buses ferry passengers arriving Srinagar Airport upto Kargil House. In case of cancellations the passengers are even provided refreshments at the airport.

 

Div Com Kashmir issues warrants under Public Safety Act against five persons

 

Srinagar: 6.12.2010:

Divisional Commissioner, Kashmir Dr Asgar Hassan Samoon issued warrants under Public Safety Act against five persons involved in Illicit Traffic in Narcotic Drugs and Psychotropic Substances. The accused are Gulzar Ahmed Parray S/o Mohammed Amin Parray, Sajad Ahmed Parray S/o Ghulam Mohammed Parray, Manzoor Ahmed Parray S/o Mohammed Hatam Parray,  Nisar Ahmed Bhat S/o Abdul Rashid Bhat and Abdul Hamid Parray @ Nikka S/o Ghulam Mohammed Parray all residents of Chursoo, Katpora Awantipore (District Pulwama).

 

Under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988 the Central and State Governments are empowered to make orders of detention with respect to any person, including a foreigner, if they are of the opinion that it is necessary so to do, with a view to preventing them from committing illicit traffic in narcotic drugs and psychotropic substances, which includes cultivation of opium poppy or any cannabis plant, or engaging in the production, manufacture, possession, etc., of narcotic drugs or psychotropic substance.

 

Under the Act, drug traffickers can be detained for a period of one to two years, so as to prevent them from indulging in such illegal activities.  

 

Earlier, on 29th September 2010 Divisional Commissioner, Kashmir, had issued warrants under PSA against four persons Wali Mohammed Bhat S/o Abdul Majeed Bhat R/o Reshipora, Awantipora (Pulwama), Ghulam Mohammed Bhat S/o Late Abdul Ganai Bhat R/o Reshipora Ullar Tehsil Awantipora, Shabir Ahmed Parray S/o Mohammed Kamal Parray R/o Charsoo, Katipora Awantipora and Mukhtar Ahmed Bhat S/o Ghulam Rasool Bhat R/o Kunjipora, Pulwama.

 

Bandipore, Dec, 6:-
Divisional commissioner Dr Asgar Samoon today revived thread bare implementation of development and welfare schemes, stocks and supply position of food grains and revenue matter in Distt Bandipora of high level officers meeting.
DDC, Bandipora besides chief engineers of various Dev departments and the officers of Divisional and Distt level attended the meeting. Reviewing the annual plan for 2010-2011 the meeting was informed that the plan of Rs 62.36 cr, more than 31 percent amount has so far been utilized on various  Dev and welfare schemes in the Distt.
Meeting was informed that under irrigation and P H E sectors as many as 111 schemes at a cost of Rs 143 Cr are presently under progress in the Distt and Rs 59 Cr have been spent on these schemes. Nearly 1800 beneficial are presently provided financial assistance under centrally sponsored schemes in the Distt, The meeting was told. Reviewing the implementation of flag ship programme, the meeting was told that under NERAGA 4500 rural schemes costing Rs 6 Cr have been taken up in the Distt during this year. During this period 1.60 lac have been created while as 20,000 job cards provided to the labours  so far  manday this year.
The meeting was told that Distt administration has stocked 24852 quintals of rice,16635 quintals of Atta,1847 quintals of sugar ,7000 cylinders of LPG and 1.12 lac litters of K Oil at various places  in border tehsil of Gurez to meet the requirements up to June next year.
Div. Commissioner stressed the officers to speed up the work taken for their early completion .He directed to ensure supply of power, Medicine and drinking water facilities during the ensuring winter.
Divisional commissioner also directed the Distt, administration to ensure adequate water, electricity besides a foodgrains, fire wood, sugar and K-oil to the people in the shia Muslim areas of Sonawari in the Distt. during the auspicious  days of Muharam.
The meeting discussed in detail with regard to the functioning of schools during winter and the facitities being provided to the shool children.

Guidelines for winter schooling issued

JAMMU, DECEMBER 06: Hon'ble Chief Minister, Mr. Omar Abdullah has appreciated the proposal of School Education regarding winter schooling in Kashmir. In a high level meeting chaired by him here today, it was observed that winter schooling is inevitable for securing the future of lakhs of the students of Kashmir.

The meeting among others was attended by Minister for Education, Peerzada Mohammad Sayeed, Principal Secretary to Chief Minister Mr. B. B. Vyas, Commissioner/Secretary, School Education, Mtr. Naseem Lankar, Director School Education, Kashmir, Mtr. Shagufta Parveen, Director School Education, Jammu, Mr. G. A. Qureshi and Secretary State Board of School Education, Dr. Sheikh Bashir Ahmad.

The guidelines approved in the meeting regarding winter schooling state that all the government and private High and Higher Secondary schools of Kashmir valley will remain open during winter, all elementary schools including elementary classes attached with the high and higher secondary schools will observe winter vacation along with the teaching personnel, however the teaching staff of the elementary schools needed for teaching at high and higher secondary stage shall be retained on need basis by the head of institution.

The functioning of private schools during the winter for high and higher secondary classes is mandatory. The management shall have to make necessary/requisite arrangements in this regard. The teaching personnel involved with the teaching of students during the period shall be entitled for one month’s earned leave as is applicable to non-vocational employees for which the heads of the institutions concerned will make necessary entries in their service records duly countersigned by the respective Chief Education Officers.

Plus two subject Lecturers presently working on academic arrangements will continue to work till winter schooling continues. This will however not confer any right to them for permanent absorption or continuation in the department.

The Chief Education Officers of the respective districts will ensure effective heating arrangements in all the high and higher secondary schools in their respective jurisdiction after observing all codal formalities/procedures.

The funds for heating arrangements as per the norms will be provided by the concerned CEOs to the Heads of Institutions well in time.

Principal SIE Srinagar will be responsible for imparting necessary ten days training to the teaching personnel through concerned DIETs/SIE and will develop special capsule course for outgoing class 12th students.

The monitoring committees constituted at Zonal, district and divisional level shall also monitor the functioning of schools during winter for which the respective CEOs and Principals DIETs will be personally responsible.

The Head of the Institution will make the necessary minor repairs like seepage, replacement of broken glass panes, windows wherever needed for which funds have been provided by the government.
