OCTOBER 2010 – Jammu and Kashmir Chief Minister, Mr. Omar
Abdullah in a meeting with Prime Minister Dr. Manmohan Singh
here on Monday, reiterated the need for sustained efforts of
entering into dialogue with all shades of opinion in the State
for addressing and settling the issues confronting peace in
the State.

various matters pertaining to the development and law and
order scenario in
The Chief Minister briefed the Prime Minister about the
progress and the impact of the initiatives taken by the State
and the Central governments for restoration of peace and
normalcy in the Valley. He also discussed measures to be taken
to further push the peace initiatives. He expressed the hope
that the complete normalcy will return to the Valley soon.
Highlighting the urgent requirement for enhanced job
opportunities for the youth of
Omar Abdullah presented the resume of the rehabilitation
programme under execution in Leh for the affected families in
the cloud-burst and flash floods that hit the Leh district. He
said that the efforts were on to complete the rehabilitation
programme before the onset of winter. The Chief Minister said
that the Empowered Committee constituted by the State
government under the Chief Secretary to oversee and monitor
the rehabilitation programme has recently met and reviewed the
pace on the rehabilitation process. “The representatives
from National Bamboo Mission (NBM) and National Disaster
Management Authority (NDMA) have also attended the meeting.

29 reopen on Nov 08 at

According to a Government Order issued by General
Administration Department here today, the Government offices
observing five days week shall close at Srinagar on October
29, 2010 (Friday) after the office hours whereas the offices
observing six days week shall close on October 30, 2010.(
Saturday) after the office hours and reopen at Jammu on
November 08 (Monday), 2010 for annual darbar move.
It has been ordered that the offices moving in
camp shall carry only 33% of the strength of staff in that
particular office or with 10 officials whichever is minimum.
All Departments have been asked to send their
advance parties on 25 October (FN) consisting of one Gazetted
Officer and four to five Non- Gazetted Employees who will
receive the records at Jammu. The departments shall ensure
that boxes are properly locked and their keys reach the
advance parties at

sufficient number of buses in good condition for

The moving employees having Ration Cards at
Special Move T.A shall be paid at the uniform
rate of Rs. 6000/-per employee. This shall be drawn and
disbursed in advance. Special move T.A shall not, however, be
payable to such of the employees who do not move within the
prescribed Time. Advance pay is also authorized in terms of
Rule 14.26 of the J&K Financial code (vol-1) in favour of
such of the Non-Gazetted moving employees who may apply for
the same which shall be recoverable in installments as per
rules.
The Salary for the month of October, 2010 in
respect of all the employees working in moving offices shall
be drawn on 25th of October, 2010.
No leave shall be admissible in
combination/continuation of move days except in very
exceptional circumstances. The concerned Administrative
Secretaries shall sanction leave whatever due to the employees
on very exceptional circumstances. It has been also ordered
that all the Administrative Departments shall detach the staff
if any, attached by them from subordinate offices of

The
Hajj-2010 is all set to start with first flight from the State
boarding from October 09, 2010. The State Government has put
in place all arrangements in this regard including reception
at the Hajj House, Custom formalities, airline details and
other security issues. More than six thousand pilgrims from
J&K are undertaking the holy trip this year.
In
this regard, Minister of State for Hajj & Auqaf and
Fisheries, Mr. Ajaz Ahmad Khan today convened a high level
meeting of officers to fine tune the arrangements.
Addressing
the meeting, Mr. Khan impressed upon all the concerned
agencies to put in their best efforts so that the pilgrims are
facilitated to the maximum. He underscored the need for
sensitizing Khudam ul Hujjaj and Hajj Assistants so that they
are helpful to the pilgrims during the entire period of
pilgrimage.

Sahai, Deputy Commissioners of Srinagar and Budgam, senior

Authority, Customs, banks, airline companies besides Hajj
Committee were present in the meeting.
