4th OCTOBER 2010 – Jammu and Kashmir Chief Minister, Mr. Omar Abdullah in a meeting with Prime Minister Dr. Manmohan Singh here on Monday, reiterated the need for sustained efforts of entering into dialogue with all shades of opinion in the State for addressing and settling the issues confronting peace in the State.

                During the meeting with Dr. Singh, Omar Abdullah discussed various matters pertaining to the development and law and order scenario in Jammu and Kashmir .

                The Chief Minister briefed the Prime Minister about the progress and the impact of the initiatives taken by the State and the Central governments for restoration of peace and normalcy in the Valley. He also discussed measures to be taken to further push the peace initiatives. He expressed the hope that the complete normalcy will return to the Valley soon.

                Highlighting the urgent requirement for enhanced job opportunities for the youth of Jammu and Kashmir to address the unemployment crisis, the Chief Minister urged the Prime Minister for early initiatives for creating job opportunities under the Rangarajan Committee constituted by the Prime Minister for the purpose.  He pointed out that the State has submitted two position papers to the Rangarajan Committee detailing the areas which need to be harnessed for expanding the job opportunity orbit in the State. He said the papers among other sectors have identified agriculture, handloom, industries, tourism, etc to work out the initiatives for job opportunities for the youth of the State.

                Omar Abdullah presented the resume of the rehabilitation programme under execution in Leh for the affected families in the cloud-burst and flash floods that hit the Leh district. He said that the efforts were on to complete the rehabilitation programme before the onset of winter. The Chief Minister said that the Empowered Committee constituted by the State government under the Chief Secretary to oversee and monitor the rehabilitation programme has recently met and reviewed the pace on the rehabilitation process. “The representatives from National Bamboo Mission (NBM) and National Disaster Management Authority (NDMA) have also attended the meeting. The community shelter sheds were being constructed at accelerated pace and the construction of houses at Solar Colony, Leh given considerable forward push”, he said adding that the construction material like iron, cement, wood, etc. has been made available adequately at Leh.

                Giving details of development process in the State, the Chief Minister said that despite hindrances due to law and order situation in the parts of the Valley, the development schemes were more or less carried on as per the prescribed schedule especially in the rural, far-flung and backward areas.

                Omar Abdullah also discussed issues relating to the Hajj flights from Srinagar Airport and stressed the need for providing every facility to the 6775 Hajjis intending to perform the Hajj this year. He highlighted the measures to be taken by the Civil Aviation Ministry to ensure hassle-free Hajj flights from Srinagar Airport .

                The Chief Minister expressed gratitude to the Prime Minister and the UPA Chairperson for extending full financial and logistic support to the State government in its effort to give fillip to the development programmes and bring back normalcy.

                The Prime Minister assured the Chief Minister of all Central help in resolving the issues confronting the State. He also assured all help for the smooth conduct of Hajj fights for Jammu and Kashmir Azimeen-i-Hajj. Annual Darbar Move

Move offices to close on Oct 29 reopen on Nov 08 at Jammu

4th October 2010: According to a Government Order issued by General Administration Department here today, the Government offices observing five days week shall close at Srinagar on October 29, 2010 (Friday) after the office hours whereas the offices observing six days week shall close on October 30, 2010.( Saturday) after the office hours and reopen at Jammu on November 08 (Monday), 2010 for annual darbar move.

It has been ordered that the offices moving in camp shall carry only 33% of the strength of staff in that particular office or with 10 officials whichever is minimum.

All Departments have been asked to send their advance parties on 25 October (FN) consisting of one Gazetted Officer and four to five Non- Gazetted Employees who will receive the records at Jammu. The departments shall ensure that boxes are properly locked and their keys reach the advance parties at Srinagar well in time.  The S.P. Security, Civil Secretariat will furnish a list of defaulting departments in this regard to the General Administration Department.

J&K SRTC has been asked to make available sufficient number of buses in good condition for transportation of Jammu based employees on 30 and October 31, 2010 and Kashmir based employees on 6th and 7th November 2010. The booking of buses shall be for the destination of the employees wherever feasible. Tickets shall be issued by SRTC in advance i.e. from November 20, 2010 both from Civil Secretariat as well as from the main booking counters of SRTC.

J&K SRTC will also make available trucks for shifting the records from Srinagar to Jammu . The Trucks shall be requisitioned by the departments from J&K SRTC and the departments shall draw advance for meeting carriage and package charges. The trucks shall be allowed to enter the Secretariat premises after 5.00 P.M on October 29, 2010. Loading of trucks shall commence on October 30, 2010. Loading of records in the offices located outside the Secretariat premises, observing six days week, shall take place after working hours on October 30, 2010. The loaded trucks shall leave for Jammu on November 31, 2010 in a convoy. J&K SRTC will also ensure that one Crane, two empty Buses and two empty Trucks accompany the convoy on the respective days so that the employees do not face inconvenience due to any break down of buses/trucks on the way. Mobile workshop shall also accompany the convoy.

Health Department has been asked to keep available Medical Aid facilities enroute at various places including Qazigund, Banihal, Ramsu, Ramban, Patnitap, Kud, Udhampur and Jajarkotli, on the days when the employees travel from Srinagar to Jammu . Principal Secretary to Government, Health and Medical Education will issue necessary instruction in this behalf to the Directorates of Kashmir and Jammu Divisions accordingly.

It has been ordered that the S.S.P Security, Srinagar will supervise packing/ loading of records of the officials located outside the Secretariat from Security point of view and issue clearance certificates to the drivers who in turn will show to S.P. Security Civil Secretariat to allow them to be included in the convoy. The S.P Security, Civil Secretariat will ensure entrance of trucks/records in the Civil Secretariat, Jammu/Srinagar after proper scrutiny.

It has been ordered that Police shall escort the ‘employees’ and the ‘records convoy’ all along the route up to their respective destinations. They will also make sure that the move convoy is given precedence in crossing the Jawahar Tunnel. Director General of Police, J&K will issue necessary guidelines to the field agencies accordingly.

It has been ordered that no moving employee shall occupy any Government/E.P/Municipal residential accommodation except under proper allotment order. Moreover the move employees can retain the Government accommodation allotted to them at Srinagar for bona-fide use of their families under intimation to the Estates department on applicable terms and conditions.

The moving employees having Ration Cards at Srinagar shall surrender the same to the Director, Consumer Affairs and Public Distribution Department, Srinagar and Obtain a surrender certificate. The Director, Consumer Affairs and Public Distribution Department, Jammu shall issue Ration Cards to move employees at Jammu on the opening of the Offices. The employees who desire to move without families may retain the Ration Cards at Srinagar for the Winter Season.

Special Move T.A shall be paid at the uniform rate of Rs. 6000/-per employee. This shall be drawn and disbursed in advance. Special move T.A shall not, however, be payable to such of the employees who do not move within the prescribed Time. Advance pay is also authorized in terms of Rule 14.26 of the J&K Financial code (vol-1) in favour of such of the Non-Gazetted moving employees who may apply for the same which shall be recoverable in installments as per rules.

The Salary for the month of October, 2010 in respect of all the employees working in moving offices shall be drawn on 25th of October, 2010.

No leave shall be admissible in combination/continuation of move days except in very exceptional circumstances. The concerned Administrative Secretaries shall sanction leave whatever due to the employees on very exceptional circumstances. It has been also ordered that all the Administrative Departments shall detach the staff if any, attached by them from subordinate offices of Kashmir division. The office timing on the reopening of the offices at Jammu shall be 9.30 am to 5 pm in respect of Civil Secretariat and heads of department located within the Civil Secretariat premises and 10 am to 4 pm  in respect of all moving  Departments located outside the Civil Secretariat and observing six days a week.

Srinagar , 4th Oct 2010:

The Hajj-2010 is all set to start with first flight from the State boarding from October 09, 2010. The State Government has put in place all arrangements in this regard including reception at the Hajj House, Custom formalities, airline details and other security issues. More than six thousand pilgrims from J&K are undertaking the holy trip this year.

In this regard, Minister of State for Hajj & Auqaf and Fisheries, Mr. Ajaz Ahmad Khan today convened a high level meeting of officers to fine tune the arrangements.

Addressing the meeting, Mr. Khan impressed upon all the concerned agencies to put in their best efforts so that the pilgrims are facilitated to the maximum. He underscored the need for sensitizing Khudam ul Hujjaj and Hajj Assistants so that they are helpful to the pilgrims during the entire period of pilgrimage.

The meeting was informed that the first Hajj flight would leave Srinagar on October 09. This year 6776 people from the State are expected to perform Hajj and travel documents and other details have already been got for a majority of them.

The meeting was told that adequate plans of service at the Hajj House have been detailed where a round the clock medical aid centre with spcialists has been put in place. A similar medical    aid centre has also been established at Hotel Heemal where the outstation intending pilgrims would be accommodated.

The Minister directed availability of adequate number of Home Guard volunteers at Hajj House for the facilitation of the pilgrims.

Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon, Secretary, Revenu, Mr. Ejaz Iqbal, IGP Kashmir Mr. S. M. Sahai, Deputy Commissioners of Srinagar and Budgam, senior officers of administration, Police and CRPF, Director Airport Authority, Customs, banks, airline companies besides Hajj Committee were present in the meeting.

Holiday on 6th Oct 2010

Srinagar , 4th October 2010-Government has today ordered that the Provincial Holiday on account of Urs Sheikh Noor-ud-Din Sahib shall now be observed on October,06 , 2010 (Wednesday) instead of October,26, 2010 in Kashmir Province .
