CM Video-conferences with DCs, SPs of Budgam, Baramulla, Pulwama
Sanctions Rs. 1.85 cr for Muharram arrangements in these districts

November 22 – Chief Minister, Omar Abdullah
today reiterated his categorical direction for
exhibiting highest degree of restraint and use of
minimal force while dealing with law and order
situation. “You should ensure that no casualty
or grievous injury takes place while dealing with
law and order problem”, he told the Police
authorities.
The Chief Minister was taking stock of the general law and order situation and progress on development works in the three districts of Budgam, Baramulla and Pulwama through video-conferencing from here this morning.
Omar Abdullah also sanctioned Rs. 1.85 crore for launch of Muharram related works in the three districts of Budgam, Baramulla and Pulwama with the directions for judicious spending of the amount to facilitate Muharram observance in these districts.
The Chief Minister accorded the sanction in the separate video-conferencing with the District Development Commissioners of these districts. Chief Minister has made fortnightly video conferencing a part of his schedule to review the general situation and development schemes in various districts.
In today’s video-conferencing with the District Development Commissioners and Superintendents of Police of Budgam, Baramulla and Pulwama, the Chief Minister enquired of the status of various development works under execution in these districts. He also reviewed the general law and order situation.
Omar Abdullah also got brief about the status of the various development schemes under execution in the sectors of water supply, road connectivity, health, power besides getting first hand information about the distribution of essentials to the people. He also enquired about the arrangements put in place for ensuing Muharram observance in these districts.
The Chief Minister enquired about the availability and supply of Rice, Atta, Kerosene oil, Sugar, etc in the districts and also asked about the status of power cuts and replacement of faulty transformers.
Reviewing the functioning of government hospitals and health centers in the districts, Omar Abdullah asked the District Development Commissioners to ensure health care facilities to general public smoothly. “You should visit the health care centers in every area to see yourself the requirements and functioning”, he told the District Development Commissioners.
The Chief Minister also enquired about the arrival of Hajis and gave instructions for providing every required facility to them on their arrival at the Srinagar Airport. “I have reports about traffic jamming at Humhama causing inconvenience to Hajis”, he said and directed for addressing the problem positively.
Omar Abdullah enquired from the District Development Commissioner, Budgam about luggage problem reported by some Hajis. The District Development Commissioner, Budgam told the Chief Minister that the money charged by the Airlines to some Hajis was actually for the extra luggage they had booked through Air Cargo. “I have myself enquired about the complaint and found that the bill given for Rs. 20,000 was for extra luggage booked through Air Cargo”, he explained.
The Chief Minister quarried about the progress of National Rural Health Mission and issues pertaining to construction of Narbal-Tangmarg road. He directed the DC Baramulla to sort out the issues of Narbal-Tangmarg road upgradation programme urgently. “Minister of State for PHE and Tourism is visiting Tangmarg. You should accompany him to the site and resolve the issue amicably to the satisfaction of the people”, he told the DC Baramulla.
Div Com convenes meeting to finalize Muharram arrangements

In order to finalize arrangements for the
convenience of the people of the valley on the eve
of Muharran-ul-Haram, a high level officers
meeting was held here today under the chairmanship
of Divisional Commissioner, Kashmir, Dr. Asgar
Samoon.
The Inspector General of Police, Kashmir, Mr. S. M. Sahai, Deputy Commissioner, Srinagar, senior officers of R&B, Power, PHE, Forests, Municipality, CA&PD, Police and other departments attended, besides representative of Shia Muslim organizations including Syed Jalaluddin Safvi of Anjuman-e-Sharian Shia, Mr. Aabid Ansari of All J&K Shia Association, Haji Ghulam Mohammad of Itehadul Muslimeen and Agha Syed Murtaza, General Secretary Anjuman-e-Sharian Shia.
During the discourse of meeting, threadbare discussion was held on different issues and many decisions were taken on the spot.
Regarding arrangements, the Divisional Commissioner directed concerned officers to take all measures so that during holy days of Muharram no difficulty is faced by the people.
It was also decided in the meeting that Health department will install medical camps at various spots, besides keeping in readiness ambulances with doctors and para medical staff.
The department of R&B will ensure necessary repairs to the roads along the routes of Muharram processions throughout the valley.
Municipal Corporation will ensure cleanliness near Imambaras of the city. Similar arrangements of cleanliness will be made by the district administrations in the rural areas.
SMC and PDD will ensure repairs to High Mast and Street Lights. CAPD was directed to explore the possibility of providing additional Sugar to the people on the eve of Muharram. PDD will also ensure uninterrupted power supply during the holy days especially in the Shia dominated areas.
Similarly Forest department was asked to ensure supply of firewood as per past practice. All the departmental heads were directed to finalize the arrangements well in advance so that all inputs are in place well before the start of Muharram.
The Divisional Commissioner also directed all Deputy Commissioners of valley to conduct separate Muharram meeting at district level to finalize arrangements.
Finance Commissioner takes stock of the various dev projects of Sgr

Commissioner Secretary to Finance department, Mr.
Sudhanshu Pandey who has been nominated mentor cum
guide for district Srinagar today an inspection of
the various under execution developmental and
welfare schemes in Srinagar. He was accompanied by
District Development Commissioner, Srinagar, Mr.
Mehraj Ahmad Kakroo and other senior officers.
Mr. Pandey inspected the Bemina Haj House and was informed that Rs. 19.38 crore are being spent on this complex out of which 16.15 crore have been booked so far. He was informed that residential block of this complex is presently under construction on which the work is under progress.
The Commissioner Secretary also inspected under construction Rs. 11.65 crore Shalteng bridge and Rs. 6.8 crore has been incurred on this bridge so far.
Later, Mr. Pandey also visited under construction Nursing College cum Girls Hostel, Srinagar. He was informed that Rs. 12 crore has been spent on this project till date. Besides, he also took stock of the progress of the under construction Boys Hostel of Dental College, Bemina coming up at the cost of Rs. 8.66 crore out of which till date Rs. 6.11 crore has been released. He was told that this project would be completed upto November 2011. The Commissioner Finance also took stock of the under construction District Court Complex, Mominabad, Batmaloo on which Rs. 45 crore are being spent out of which Rs. 29.9 crore have been spent so far.
Later, Mr. Pandey stressed upon the various executive agencies to coordinate with each other for completing the projects within the stipulated time so that the people may be benefitted by these projects.
Mr. Pandey also convened a meeting of the officers of Power, mechanical Engineering, Education, R&B, health, SMC, Social Welfare and ERA for removing the hurdles coming in the way of completing development projects.
The meeting was also attended by the Divisional Commissioner, Kashmir, Dr. Asgar Samoon and Additional DDC, Srinagar, Mr. Sarmad Hafeez.
