Vethapara-Batwara, and inspected the proposed site
for construction of Vethpara-Gundbal bridge over river
Jhelum.
Divisional Commissioner met the local people and heard their point of view regarding construction of bridge on the site. The locals told the Divisional Commissioner, that they are facing a lot of problems in absence of this bridge and construction of the same would address their problems once and for all. Divisional Commissioner Kashmir was acccompanied by Superintending Engineer,R&B,Srinagar Mr. Mushtaq Ahmed Lone, Senior Army Officers and Dy General Manager JKPCC.

Multi Sports Complex Centre “Gindun” at Rajbagh
coming up at a cost of Rs.81.91Crores. During the
inspection of the under construction project, he was
informed that so far Rs. 45 lakh have been spent on the
project.
Mr.Samoon was informed that Football Ground, Squash,
Multi Library, Swimming Pool, Tenis Court, Basketbal and
restaurant will form the other component of the project.
Divisional Commissioner also inspected the pace of
the development work of Rajbagh Zanana Park and
discussed in detail with Dr. Gh. Sarwar Naqash, Director
Floriculture, park & Gardens Kashmir about the
modernization of the park. The locals of the area were
also present and thy appreciated the interest envinced
by Divisional Commissioner Kashmir.
Cabinet approves engagement plan for 43,000 persons

14th October 2010 – In a landmark decision, the State Cabinet which met here today under the Chairmanship of Chief Minister, Omar Abdullah, approved engagement of 43,000 casual/seasonal labours in the departments of Power Development, PHE, Irrigation, Flood Control, Public Works, Rural Development, Floriculture, School Education and Forests.
In case of Consumer Affairs and Public Distribution Department, the Cabinet decided that the department will examine its proposal for engagement of 7,000 causal/seasonal labours, in greater detail for further consideration and order of the Cabinet.
The Cabinet also approved the guidelines for engagement of the above said persons and directed for strict adherence of these while making the engagements. It also authorized the above said departments for making the engagement for which the notification will be issued by the Finance Department.
Of the 43,000 engagements as many as 20,500 will be made in Jammu division and the same number in Kashmir division while 2,000 engagements will be made in Ladakh region.
An expenditure of Rs. 143 crores on the scheme would be met as per the arrangement which envisages loading of Rs. 23 crores on the cost of new projects under implementation, enhancing the existing provisions in the non-plan maintenance budget of the respective departments to the tune of Rs. 40 crores and Rs. 80 crores as maintenance provisions in the Annual Plan 2010-11 in different sectors.
In another decision, the Cabinet approved the creation of 10 posts of Chief Executive Officer/Secretary, Accounts Officer, Section Officer, Accountant, Accounts Assistant, Senior Assistant, Junior Assistant, Driver one each and two Orderlies in the J&K Building and Other Construction Workers Welfare Board
Proposal for equipping revenue institutions on anvil: FC (Revenue)
The
Financial Commissioner
Revenue, Mr. Pramodh Jain has impressed upon
revenue officers to work with added zeal and
devotion for providing succour to the people at
grass root level. He urged upon the officers to
make people to people contact so that their
grievances are redressed and problems solved.
The Financial Commissioner said that the
department of revenue has to play an important
role not only in developmental activities but
also to help the people and mitigate their
problems. The Financial Commissioner emphasised
for maintaining complaints and suggestion boxes
at all Tehsil Head Quarters and bring these into
the notice of concerned Deputy Commissioners on
monthly basis. He was addressing the revenue
officers at Srinagar today. Divisional
Commissioner, Kashmir Dr. Asgar H. Samoon was
also present on the occasion.
With a view to bring more efficiency and further strengthening the responsive mechanism in the revenue department at various levels, the Financial Commissioner said various measures aimed at record keeping, efficient working of revenue department and improvement in its working system at district level as well as Tehsil level, preparation of land revenue records, timely girdawaries, the speedy disposal of revenue court cases, issuance of state subject certificates, computerization of revenue records, implementation of Roshni Act and completion of settlement work were discussed threadbare in the meeting.
Mr. Jain directed that there should be no laxity in the attestation of mutations, issuance of PRC and other certificates and conducting of timely girdawaries. He asked for immediate disposal of pending cases and attestation of pending mutations adding that early and good disposal of pending court cases is need of the hour.
Mr. Promodh Jain asked the Tehsildars and other senior officers for conducting tours of their respective areas to assess the ground situation adding that inspection of offices should also be conducted.
The Financial Commissioner said that the proposal for providing sufficient infrastructure to the department and all Naibats is on the anvil.
The Financial Commissioner and Divisional Commissioner stressed upon the officers to work with dedication and integrity and take all measures to come to the expectations of the people.
Earlier, the Deputy Commissioner Srinagar, M. A. Kakroo gave a resume of the functioning of the revenue department.
Later, the Numberdars and Chowkidars of the district met the Financial Commissioner and putforth various problems confronting them.
