Reactivate field staff to improve land
management Pramod Jain to Revenue Officers
Anantnag, 13th October 2010- Financial
Commissioner, Revenue Mr. Pramod Jain and Divisional
Commissioner Kashmir, Dr.
Asgar Samoon, convened a joint meeting of revenue
officers of Anantnag and Kulgam districts here and took stock
of the functioning of land management offices.
The meeting discussed threadbare record
keeping, efficient working of revenue department and
improvement in its working system at district level as well as
Tehsil level, preparation of land revenue records, timely
girdawaries, the speedy disposal of revenue court cases,
issuance of state subject certificates, computerization of
revenue records, implementation of Roshni Act.
Financial Commissioner impressed upon
revenue officers to reactivate the field functionaries to
improve working at grass root level. He exhorted upon the
officers to come out of their office confines and meet people
so that their grievances are redressed and problems solved.
Financial Commissioner asked the
officers to ensure that the basic work of the department is
not ignored as the department of revenue has to play an
important role not only in developmental activities but also
to help the people and mitigate their hardships.
Financial Commissioner directed for
making an efficient complaint redressal mechanism, suggested
installing complaint boxes especially at Tehsil Head Quarters
and those should be opened by respective Deputy
Commissioners/Additional Deputy Commissioners or Assistant
Commissioners every month.
Financial Commissioner directed that
there should be no lapses in the attestation of mutations,
issuance of PRC and other certificates and conducting of
timely girdawaries. He asked for immediate disposal of pending
cases and attestation of pending mutations within next two
months. Early and efficient disposal of pending
court cases is need of the hour, he added.
Mr.Pramod Jain asked the Tehsildars and
other senior officers for conducting tours of their areas to
have first hand appraisal of people’s problems at village
level. Financial Commissioner asked for conducting
inspections of Tehsil offices and other subordinate units
before formal administration inspection is conducted by the
concerned committees constituted for the purpose.
Financial Commissioner, on the occasion
said that the Government is proposing to provide
sufficient infrastructure to the department and all Naibats
will be provided the vehicles and buildings with residential
quarters within next three years and will be equipped with
computers, fax machines, telephones, basic furniture and other
facilities.
Divisional Commissioner stressed upon
the officers to work with dedication and honestly and to take
all measures to come to the expectations of the people.
Deputy Commissioners, Anantnag and
Kulgam, S.Jaipal Singh and Mr. Farooq Ahmad Khan gave a resume
of the activities in their districts.
Later the Numberdars and Chowkidars of twin districts met the financial commissioner and put forth their various problems and demands the commissioners assured them their genuine demands including increase in their wages will be got considered by the Government.

Divisional Commissioner Kashmir Dr. Asgar Hassan Samoon and
apprised him that they are facing difficulties especially in
Srinagar, Budgam and Baramulla. difficulties. Divisional
Commissioner, Kashmir immediately convened a meeting which was
attended by Deputy Commissioner Srinagar Mehraj Ahmed Kakroo,
Deputy Commissioner Budgam Mohammed Rafi and Additional Dy.
